Case study · Eastern Cape · 2012
Building capacity for local participation.
Community-based participation skills development for ward committees.
The purpose
Strengthen ward committee members’ understanding of municipal processes, service delivery and participation in local governance.
The documented delivery
The Eastern Cape close-out report records 1,220 members trained across 15 municipalities over five weeks. It also records eight unemployed teachers trained as facilitators and employed. The planned learner total was reduced from 1,430 because of budget constraints.
GO’s role
The report assigns GO responsibility for arranging facilitators, facilitator transport and accommodation, delivering training, and arranging assessment, verification and certification.
What the record also tells us
The report identifies constraints involving budgets, materials, venues, scheduling and class sizes. Participant feedback includes positive comments about facilitators and concerns about delivery conditions. These lessons are part of the project record.
Training totals describe reported delivery, rather than a claim that every participant achieved certification or a measured long-term outcome.
